Committee of the Whole Jan 19 2022 Review

Committee of the Whole (COW) met via zoom on Wednesday, January 19, 2022. The meeting opened with a territorial acknowledgement.

Four presentations were heard. The Mass Casualty Commission presented on work thus far. Dr. Stephen Ellis, MP for Cumberland-Colchester presented, followed by a representative of the Imagination Library Canada. The fourth presentation was from representatives of Protect Wentworth Valley.

At the December 22nd meeting, council directed the CAO to provide a detailed report including the draft amendments to the Local Improvement Bylaw necessary to give effect to the recommended changes to the Parrsboro Local Improvement Charge. Council referred the bylaw, with amendments, to the January 26th public council meeting for first reading.

The report from the CAO suggested that a study should be completed on general and area tax rates, local improvement and uniform charges, sewer and water rates within the municipality. Council directed the CAO to prepare a terms of reference as a starting point.

The Cumberland Museum Society requested to have their 2021/2022 grant re-allocated as a result of pandemic pressures. They would like to use the funds previously allocated for an anniversary celebration to needed repairs on roofs and doors of their outbuildings. Council referred this to the January 26th public council meeting for consideration.

The Cliffs of Fundy requested an advance of $25,000 in funding. This request was referred to the January 26th public council meeting.

Reports were provided from municipal directors regarding community development, finance, human resources and community facilities, engineering and operations, and the municipal clerk’s office.
