Cumberland County awards contract for Whitehall Rd culverts
The Municipality of the County of Cumberland has awarded the contract to replace 11 culverts on the Whitehall Road in Parrsboro to Cumberland Paving & Contracting for a value of $591,850 plus HST.
The 11 corrugated steel cross culverts under Whitehall Road are about 40 years old and at the end of their useful life. Until these culverts are replaced, there is a threat of a road washout when heavy precipitation occurs.
The design for 12 culverts was completed in 2021, with one of the culverts, Culvert 6, being replaced later last year.The size of some of the culverts has been enlarged due to capacity constraints.The culverts will be replaced with HDPE pipe, except for one culvert (Culvert 8), which will be concrete.The project had a budget of $650,000, to be funded from long-term debt, but the bids came in over that amount.
To accommodate this, council has voted to increase the capital budget by $22,514, to be funded from long-term debt.The council has approved the project with the provisional paving items removed from the contract and included in the capital paving tender. Based on previous experience, it is expected that more attractive pricing for asphalt paving infill will be obtained in the capital paving tender.
