Review of May 5, 2021 Public Council Meeting

Council of the Municipality of Cumberland met via zoom for a Public Council Meeting on Wednesday, May 5, 2021. The meeting opened with a territorial acknowledgement.

 

A public hearing was held pertaining to the public highway signage by-law. First reading of the by-law had been given at the April 7th meeting. A second reading of the by-law will take place at the June 2, 2021 council meeting.

At the request of council, the Divestiture of Surplus Properties Committee has been reviewing surplus municipal properties. The committee recommended four properties in the community of Springhill to be declared surplus. Council directed the four properties to be listed for sale at fair market value through a real estate firm.

Following a public hearing at the April 21, 2021 meeting, council gave second reading to an amendment to the Land Use By-Law to rezone an area in Tidnish Cross Roads. 

Council adopted the reimbursement policy for council and the CAO. The change was due to a housekeeping edit in the wording and the inclusion of physical limitations within the policy.

Council gave notice of intent to consider for adoption the meetings and proceedings of council policy at the May 19, 2021 meeting. The changes to the policy include the addition of a committee of the whole meeting each month and the times of council meetings.

A request for proposals (RFP) for agenda and meeting management software closed on April 23. Council awarded the RFP to eScribe at an amount before tax of $22,350 per year plus a one-time fee of $5,475. This software will enable modernization of council meetings on an administration level.

Councillor Houghtaling and REMO Coordinator Mike Johnson will be presenting at an online awareness event hosted by the Chignecto Isthmus Project. The virtual event will be on May 11, 2021.

Mayor Scott read a proclamation detailing May as Lyme Disease Awareness Month in the Municipality of Cumberland.

The next public council meeting will be May 19, 2021 at 3:30 p.m. A committee of the whole meeting will be held May 12, 2021 at 3:30 p.m. Formal minutes of the May 5 meeting will be available within 24 hours of the meeting. A Facebook live recording is available on the municipal Facebook page.
