The Municipality of the County of Cumberland utilizes a Council/Chief Administrative Officer (CAO) style of government. The administration is broken into six municipal departments, each responsible for the delivery of specialized services. These services are coordinated through the Office of the CAO who ultimately reports to Council. Approximately 90 employees are employed by the Municipality and administer programs and services for residents.

CAO's Office
The Chief Administrative Officer is the senior staff person in the Municipality.
The CAO is accountable to Council and is responsible for providing leadership in the development and administration of all programs, by-laws, policies, and other initiatives approved by Council. The CAO's Office is responsible for overall administrative functions of the organization including Office of the Municipal Clerk, records management, grants to organizations and communications.

The Development & Planning team are responsible for reviewing and processing building and development permits, conducting permit inspections, development agreements, subdivision applications and inquiries.

Engineering & Operations
The Department of Engineering & Operations is responsible for the delivery of many recognizable and daily municipal services. Service delivery locations are distributed throughout the Municipality. This department is responsible for:

- road maintenance in the communities of Springhill & Parrsboro,
- water and wastewater facilities,
- solid waste administration

Finance
Finance staff take care of balancing budgets, recording details of revenues and expenditures, financial reporting, and tax collection. Finance staff are the first faces you see when you come to our Service Centres. They are available to take payments for property tax or water bills. Staff are also available to answer any questions you may have relating to your property tax account or your water utility account.
