The CAO is accountable to the Council for the proper administration of the affairs of the Municipality in accordance with the by-laws of the Municipality and the policies adopted by the Council.

Shelley Hoeg
Communications Officer & Executive Assistant to the CAO and Council

Shelley is responsible for managing internal and external communication policies, plans and actions that will result in informed and engaged staff and citizens. She is the main point of contact for media and serves as the Public Information Officer for the Municipality's Emergency Measures Organization.

Shelley also provides Executive Assistant support to the CAO and Council.

Brenda Moore
Municipal Clerk & Records Manager

Brenda administers the records management program of the Municipality. Her position maintains records and databases for leases, contracts, agreements, and easements along with maintaining manual and electronic copies of Council policies and by-laws. As the Freedom of Information and Protection of Privacy (FOIPOP) Coordinator, Brenda is also responsible for ensuring that municipal documents are made available to the public, barring unreasonable invasions of personal privacy.

Emily Frenette
Human Resources

Emily has overall responsibility for all aspects of Human Resources administration for the Municipality, from recruitment and selection to training and development, performance management, and positive workplace and wellness initiatives for staff. She is also a resource and support role for both staff and management.

Allie is responsible for undertaking research and preparing reports on issues that are strategically important to the success of the Municipality. She is also responsible for developing and implementing policies and programs to ensure that citizens, communities, and organizations are engaged and informed regarding services provided by the Municipality.

Andrew MacDonald
Director of Finance

Andrew has primary responsibility of overall administration of the finances of the Municipality, including financial operations and controls, systems, records, reporting and analysis. He oversees overall operation of the Finance Department.

Jennifer Moore
Tax Revenue Officer

Jennifer runs the annual tax levy, answers question regarding taxation, and also monitors the revenue stream from taxes collected and those outstanding. She is also responsible for coordinating the various steps in the tax sale process, which the county hosts whenever there are a number of outstanding accounts. Vicki is responsible for the recreation grant program as well as providing the Cumberland County recreation newsletter to County residents and organizations. She identifies, researches, plans, implements, evaluates and documents sustainable healthy living and recreational opportunities for residents. Vicki also develops networks and forms/maintains partnerships with other government levels, municipalities, agencies and non-governmental organizations to fund, promote and provide healthy living and recreational opportunities.

Heather plays an integral role in providing community recreational services intended for residents, visitors and other community initiatives. She is responsible for the coordination of all community centre events, managing the kitchen, maintaining the kitchen and equipment, as well as providing customer service for the Community Centre.

Lester is responsible for ensuring the Municipality's recreation facilities, playing fields, parks, and open spaces are safe and well maintained. This responsibility includes the operation, maintenance, and improvement of those assets. He also coordinates and supervises the activities of the maintenance personnel, and ensures the safe, efficient, and economic deliveries of services.

She is responsible to ensure excellent food handling and safety practices are always followed, and that customers always experience superior service.

Justin Waugh-Cress
Director of Engineering & Operations

Justin is responsible for the planning and execution of capital projects and maintaining the Capital Investment Plan, as well as the overall operations of the Public Works. His responsibilities include Permitting and Inspections, REMO, Fire Services, Solid Waste, By-Law Enforcement, Canine Control and Public Works. Permitting & Inspections Supervisor

The Permitting & Inspections Supervisor is a position designated by the CAO to be primarily responsible for management support to Building, Fire, and Land Use Bylaw, Permitting and Inspections services. David's team provides development permits, building and fire inspection services within the Municipality. He administers the municipal building, fire and land use by-laws, issues building permits, performs fire inspections, responds to public inquiries regarding building fire and land use processes by providing interpretation of by-laws and building matters in general.

Thomas provides building and fire inspection services within the Municipality and is responsible for administering the municipal building by-law, issuing building permits, answering inquiries on building permits and providing interpretation of the by-laws and building matters in general. Steve is responsible for inspecting the construction and maintenance of new and existing buildings, structures and industrial construction to ensure that specifications and building codes are observed and work site safety is monitored. Municipal Planner

Nelson is responsible for providing planning advice to Council, committees, and staff. He advises Council on the preparation and review of planning documents, as well as any applications for development agreements or amendments to the Municipal Planning Strategy,   pdf Land Use By-Law (9.08 MB) , or pdf Subdivision By-Law (4.84 MB) . The Planner also processes applications for municipal heritage property registration or deregistration, and responds to public inquiries regarding planning processes and planning matters in general.

Maggie Pitts
GIS Analyst & Civic Addressing Coordinator

Maggie is responsible for all geomatics duties including multimedia map creation, and GIS (geographic information systems) data compilation, maintenance, and analysis. She is also responsible for civic addressing, GPS, private road naming, municipal signage programs, streetlights, graphics, technical support, reporting, documentation, and other matters.

Ron Moore
Administrator of Dangerous & Unsightly Premises, Solid Waste & By-Law Administrator and By-Law Enforcement Officer

The Administrator of Dangerous & Unsightly Premises is a position designated by the CAO to be responsible for administrating the provisions of Part XV of the Municipal Government Act, Dangerous or Unsightly Premises. The Solid Waste & By-Law Administrator is responsible for providing management and administrative support to By-Law enforcement, Canine Control and the three Municipal Transfer Stations. Ron is also responsible for the effective and efficient management of the Municipality’s solid waste contracts and programs, which also includes illegal dumping. The By-Law Enforcement Officer responds to complaints from County residents regarding problems or concerns they may have which might violate the By-Laws or Policies of the Municipality.

Canine Control & By-Law Enforcement Officer

Jaime is responsible for responding to complaints from residents and local Police Departments regarding dogs that may be in violation of the Municipality’s Dog By-Law. Jaime also responds to complaints regarding violations of the Municipality’s Livestock at Large By-Law and the Solid Waste By-Law, in particular Illegal Dumping. Through shared service agreements Jaime also does Canine Control in the towns of Amherst and Oxford. Jaime works closely with local Police Departments when called upon to assist in animal control issues.
