Council represents the views of citizens while mediating between conflicting interests in the community, making choices between tax rates and levels of services, and determining priorities for the allocation of resources. All decisions of council in the exercise of its powers and duties are made by resolution, Policies & By-laws. The powers and duties of the Municipality (its jurisdiction and mandate) are specifically assigned in the Nova Scotia Municipal Government Act and relate to such things as sewage collection and treatment, solid waste collection, recovery and disposal, fire protection service, policing, land use planning, emergency measures, recreation, street lighting, building inspection, canine control, economic and community development, and bylaw enforcement. Council also acts as an advocate on other public issues of community interest that may not be within their formal mandate.
Councillors are also considered Commissioners of Oath. Under the Municipal Government Act, Councillors, while in office, may administer oaths and take and receive legal affidavits, declarations, and affirmations within Nova Scotia, to be used within Nova Scotia.
The public expects the highest standards of professional conduct from Members elected to local government. The purpose of pdf Code of Conduct for Elected Municipal Officials(156 KB) is to establish guidelines for the ethical and interpersonal conduct of Members of Council (“Members”). The Council is answerable to the community through democratic processes and this Code will assist in providing for the good government of the Municipality of the County of Cumberland.

Councillor Houghtaling comes from the private sector, owning and operating a small business in Cumberland County for the past 17 years. She is dedicated to growing the local economy with her work in the community through the Pugwash Market and other non-profit organizations that she feels so grateful to be a part of. One of her main priorities is focusing on climate change impacts and mitigation through renewable energy projects. She is also focused on empowering and educating youth and providing opportunities for them to want to live and work in Cumberland County.

Councillor McCormick brings a strong finance background to council as she spent her entire career in the banking industry. Councillor McCormick understands the importance of maintaining infrastructure to continue to create economic opportunities and decrease economic burdens on the taxpayer. No stranger to teamwork, Councillor McCormick has logged hundreds of hours volunteering for more than 50 groups and agencies, raising money where it is needed. Councillor McCormick and her husband live in Springhill.

Anthony Fromm was born and raised in Amherst Point and when he was 12 the family moved to Hastings where he started working part time as a farm hand at Fage Farms. He graduated from Mount Allison with a bachelor of science in biochemistry. MTA is where he met his wife, Alyson, and after graduating they moved to Japan for six years where he taught English and later became an area manager for the same company. He returned to Amherst to work for RKO Steel as a structural steel detailer, a company he's been with for more than 20 years. He has two children - Julie attends St. FX and Kaitlyn is in Grade 10 at ARHS.
He is an avid runner and is president of Pugwash Ground Search and Rescue. He also organizes charity races that have provided money to organizations in Cumberland County.

Councillor Lockhart has lived in Springhill all his life. He and his wife live on Herrett Road. They have two adult sons - Ryan and Brad. Their family has been involved with Motocross racing for the past 40 years. He works in sales and owns Scott Powersports distribution - selling powersports parts and accessories to the powersport dealers in Atlantic Canada. He has always been involved with politics in Cumberland Country and is looking forward to representing the people of District 6. He is committed to working very hard to try to make Cumberland County a better place to live and raise your family
